History of coffeeshops

Coffeshops in Amsterdam started around the early 1970's. They were tolerated to make a clear line between hard and soft drugs. The first shop was 'Mellow Yellow' soon after the Bulldog opened in 1975.
To gain entry to a coffeeshop you must be a minimum 18 years old and you must produce ID even if your not buying drugs so you can stay on the premises.
At one time there were 1000 coffeeshops in greater Amsterdam but many have been closed due to various regulations. Now there are about 280 and some 44 more are slated to be closed by the end of 2010.
You can only have on your person 5 grams legally and thus can only purchase to 5 grams at any coffeeshop. The owners can only have to 500 grams in stock. Police do routinely visit coffeeshops, to enforce these laws as well as to make sure that no hard drugs are being sold. I was personally once very surprised to meet a real New York Puerto Rican dude who in a coffeeshops who was attempting to sell me hard drugs!

Dutch Policy - Coffeeshops in the Netherlands

Since 1976 the Narcotics Act has distinguished between drugs that pose unacceptable risks to public health (hard drugs such as heroin, cocaine, XTC and amphetamines) and hemp products (soft drugs: hashish and marijuana). Possession, dealing, sales, production and so forth have been made punishable for all drugs, with the exception of medical, veterinary, instructional and scientific purposes, for which permission must be obtained. Offences against the Narcotics Act are punished severely, but the penalties for soft drug offences are less severe than those for hard drug offences. Top priority is given to investigating imports and exports of hard drugs, and the heaviest penalties apply to these offences.As far as its national legislation is concerned, the Netherlands is not only bound by UN treaties, but also by agreements made among the European states with a view to combating the narcotics trade.
